Arbiter over Rire
Crystronic block of an arbiter with an active cognitive core, pictured
in orbit over Rire in a spasm of artistic license. Arbiter blocks are
housed in protective casing and deployed all over Rire and its space habitats,
at a density of 3-5 per space station and at least one per neighbourhood.
